Analyst: Duterte’s incognito trip might be undercover surveillance


Just like when he was still a Davao City Mayor and he would drive taxis and pretend to be a taxi driver just to keep surveillance of his city, De La Salle professor Richard Heydarian says President Rodrigo Duterte might have done the same thing with his “incognito trip” during his five-day absence.

"Parang 'yung style niya sa Davao daw na minsan nagta-taxi driver siya na hindi nagsasabi. So baka 'yun ang ginawa niya. So baka pumunta siya sa komunidad at humingi ng tulong para labanan 'yung Maute at tsaka 'yung mga group na 'yan," the professor said.

Rumors circulated that Duterte’s health might be deteriorating, but the President reappears in public “very healthy”, as Heydarian observed.

Public personalities, government officials, and citizens debated over the disclosure of the president’s health with some claiming that the health of the President is a national interest which must be disclosed to the public.

Along with a Marawi conflict, Heydarian agrees that more transparency is needed once it comes to the health of Duterte, but the professor assured that a succession of power is secured in the 1987 Constitution.


"Sabi nga ni Pangulong Duterte even if, God forbid, may mangyari sa kanya, meron naman tayong constitutional process. So may VP tayo. Of course pwedeng sabihin ng iba ay well-contested 'yung seat ng VP, pero so far constitutionally, legally, meron pa rin tayong VP," Heydarian said.

"At in an event na meron ding question diyan sa VP, meron tayong President ng Senate at tsaka Speaker of the House. So may sapat tayong provision diyan sa Constitution para siguraduhin na hindi magkakaroon ng problema pagdating sa succession," he added.

Heydarian further explains that in cases where the President needs rest, it is only understandable given his age and the stress he has to undertake.

Being 72 years old and with the ongoing Marawi clash, Duterte may be under heavy pressure from his responsibilities which merits him to have rest should he need it.

Heydarian suggests more transparency during Duterte’s absence would be better so that controversies and issues would not heighten.
